DESCRIPTION OF MAJOR DUTIES

Under the direction of NJ DCA's Assistant Director of Housing or higher supervisory official within the Division of Housing and Community Resources, the Chief of Housing Services (Chief of Field Operations) shall provide effective and efficient administration/management and development and implementation of assigned Federal and State funded programs for the agency overseeing 13 field offices and Supportive Housing Connection (SHC) unit to maximize the impact of program resources. Manages and directs the operations of 13 Field Office and the SHC unit which provides rental assistance to approximately 44,000 participants through various Federal and State rental assistance programs administered by the Division of Housing including managing, planning, directing, controlling and supervising human resources/personnel, finance, and records management of 13 County field offices including performance evaluations of Regional Supervisors and reviewing performance evaluations of County field office supervisors; Responsible for the hiring, firing, promoting, demoting and or disciplining of employees for 13 field offices and the SHC unit. Responsible for determining staffing needs and developing a staffing plan to ensure field office operations are performed efficiently for the Division’s 13 Field offices and SHC unit. Responsible for organizing and implementing training for all 13 Field offices and the SHC unit with the Division of Housing. Assists with overseeing the Section 8 Housing programs and regulations including preparing and monitoring budgets, preparing reports, statistical data, and annual budget reports for all rental assistance programs for the Assistant Commissioner, Deputy Director, and Assistant Director of Housing. Conducts regular reviews of federal funds balance sheet chart of accounts in the housing program. Conducts reviews of the HUD income statement chart of accounts in the housing program and ensures financial transactions are reported including FSS accounting, Portability accounting and operating expenses. Ensures year-end reporting deadlines are met and determines which program and activities must be reported. Reviews and executes all components of audit submission including data collection. Ensures laws and regulations pertaining to programs are adhered to. Performs other related duties as required.
REQUIREMENTS

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester- hour credits are equal to one (1) year of relevant experience. Ten (10) years of professional experience in the administration of housing assistance and development programs and/or the assessment of population, households, housing units, and related characteristics, and community housing plans in a large public or private agency, three (3) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and six (6) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity. OR Possession of a master's degree in economics, political science, business or public administration, planning, architecture, or a related field from an accredited college or university; and five (5) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity. NOTE:" Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
