DESCRIPTION OF MAJOR DUTIES

Under the direction of a Supervising Accountant of the Fiscal Unit within the Division of Housing and Community Resources (DHCR) supervise the fiscal and accounting operations of the Division's $230 million Federal housing assistance program (HAP). Includes review of these operations, fiscal data analysis, and making recommendations for process or system improvement to the Supervising Accountant. Process Analysis and Compliance: Review the accounting and reporting methods of the unit regarding rental assistance vouchers for more than 35,000 households. Financial Statements and Reporting: Closely supervise the work assigned to subordinates involving the preparation of reports in balance with (New Jersey Comprehensive Financial System (NJCFS) and the System for Administering Grants Electronically (SAGE); acquire information from program areas: Homelessness Prevention Program (HPP); Affordable Housing Trust Fund (AHTF); Shelter Plus Care; HOME Partnership; Housing Opportunity for Persons with AIDS (HOPWA); and State Rental Assistance Program (SRAP); review reports for accuracy and compliance; properly input financials into monthly report for review of the Supervising Accountant. Account Maintenance and Management: Perform and/or supervise the accounting of cash receipt and revenue for HAP. Enter UA and AV documents into the Department of Housing and Urban Development (HUD) Electronic Line of Credit System (eLOCs), and Automated Clearing House (ACH) and Cash Receipts (CR) for monthly drawdowns. Monthly Housing Assistance Payments Check-Run: Generate data from the HAPPY Software system; performs other related duties as required.

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional accounting or auditing experience, including or supplemented by twenty-one (21) semester hour credits in professional accounting courses which may include courses in municipal and government accounting. OR Possession of a bachelor's degree from an accredited college or university including or supplemented by twenty-one (21) semester hour credits in professional accounting courses which may include courses in municipal and government accounting; and three (3) years of the above-mentioned experience. OR Possession of a valid certificate as a Certified Public Accountant (CPA) or Registration as a Public Accountant issued by the New Jersey State Board of Accountancy; and three (3) years of the above-mentioned experience. NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range of depth of specialized knowledge of the profession's principles, concepts, theories, and practices, and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
