DESCRIPTION OF MAJOR DUTIES

Responsible for performing complex and sensitive administrative, analytical and professional work to promote the planning, operation, implementation, monitoring and evaluation of Community Development Block Grant Disaster Recovery (CDBG-DR), FEMA Programs and related services administered by DCA-DRM. Create and implement the knowledge transfer and training of administrative staff to assist with the functionalities associated with applicant interaction and program directives to be communicated to applicants. Oversee the daily responsibilities of program representatives. Caseload management and customer service in a lead role requires the ability to communicate clearly with staff and applicants all program policies and procedures and the experience to identify opportunities for additional training and areas for improvement. Participates in the development and implementation of department/agency initiatives related to CDBG-DR and FEMA funding. Monitors production and performance of sub-recipients and contractors; and prepare updates and status reports for a variety of internal and external audiences. Monitors expenditure of program funds; oversee the allocation and use of recovery program funds in observance of federal and state statutory requirements, regulations and policies, to assist homeowners impacted by federal disasters. Reviews proposed draft regulatory changes for programmatic impact; provides recommendations regarding the development and revision of department policies based on changes to State and federal laws and regulations. Serve as program liaison between various local, state, and federal agencies and government officials. Coordinates program services with partner agencies in a manner consistent with program regulations, and DCA-DRM policies and procedures; responds to various requests for information regarding program activities or requirements. Conducts research, including the collection and analysis of data, necessary to assess and enhance the operational efficiency of disaster recovery programs and division operations; conduct periodic evaluations of programs, and provide recommendations for improvement. Generate and send official program notifications to applicants at various points in the application process. Process Funds Requests for CDBG-DR, FEMA and Rental Assistance Programs. Research Program applicants for ownership and foreclosure. Responsible for data analysis and reporting of such data. Document and disburse meeting notes. Any additional support as requested.
REQUIREMENTS

Graduation from an accredited college or university with a Bachelor's degree Two (2) years of experience in planning, monitoring, coordinating, implementing, modifying and/or evaluating agency programs and services. NOTE: Applicants who do not possess the required education may substitute additional experience on a year-for-year basis. NOTE: A Master's degree from an accredited college or university in a discipline appropriate to the position may be substituted for one (1) year of experience.
